No. It’s louder than my 14000btu unit. It has some kind of a fan rattle. I expect it not to last very long.

Will it trip a 15 amp breaker. Like in an RV?

It uses under 12 amps so if it is not sharing the fuse with anything more than 300 watts you should be good.

What are the window seal plate dimensions?

I assume it is has an adjustable suze, not unlike smaller window units who have those adjustable panels on each side so it can fit in Windows of varying sizes. So unless you have a really small or really large windows you should be okay. I am going by what I have seen on typical "window seal plates" and adding that to item description. Sadly I can't tell you it's minimum nor it's max dimensions. Sorry mate.

Electric bill!!! it is cheaper this type of a/c than a window a/c? does the hose work on single hung window?

It is cheaper this type a/c on the electric bill. No it doesn't work on a hung window. The hose of the a/c will not fit in window that way. The heat of the fan will make it hotter in the room.
