How wide can the seat be? I want to put these on a wave runner with a seat that is about 18-20" wide. Will these fit on it?

What Pannier rack do i need

Most pannier racks will work. I have Dirt Racks on my KLR650. The main thing is having tubes, bars, or anchor points that the bag straps can go around to secure the pannier bags in place. Pannier racks with large mounting plates to mount hard luggage might not work too well.

Will these work/mount on on a bicycle rear rack?

I wouldn't do it. Could it be done? Probably. I think you would do better buying bicycle panniers. I have a hybrid Trek bicycle with a rear rack that mounts to frame lugs near the rear axle and the front near the seat post. On it is a rear rack luggage bag that is about 5-6L. A possible problem using the Rhinowalk motorcycle panniers is the length of the bag may be too long to get the attachment straps to cinch tight to the lower frame. Also, the hang angle may cause interference when pedalling. If you do try it, let me know how it works out.
