Is this 925 silver? If so what metal is it coating?

It’s not silver. Not sure on the correct metal type. But it’s a great buy and worth the money. I use these all the time for various pieces of jewelry or key chains

What guage are these?

I don’t know but I bought the silver one and they range hole size I think about 1/8”-3/8”

Are these jump rings tarnish resistant?

Mine are shinny and in great condition. However I also don’t leave mine out to where they stay wet either. Hope that helps.
