Do you have to absorb most of the wetness up first before applying the pad?

No you do not. The pad does it for you! They are awesome! You stomp it on the stain and then leave the pad down for 30 Min. and the pad absorbs the stain. I used it on old stains and it worked!

Why does it say, 20 Pack, 2194, Count? How many do you actually get?

You actually get 20 individually wrapped pads. I love mine. Easy to use & helps when you need a quick clean up

The instructions say to put the wet side down. Both sides are wet. Which side goes on the stain? These instructions are stupid.

The side with the plastic is not the side that goes down. You put your foot on the plastic and swoosh it over the stain. It works great on stains.

Do you use only after the stain dries?

I have only used it on stubborn stains that occurred after spray & blot did not work. the stains were all dry.
