I don’t see why not. Graphite is a vert effective lubricant . I spray it in sticky door locks.

Not sure about a safe but this is not a powder or spray but rather granules. I've somewhat assumed if you can get the granules into the keyway it's going to break in to more of a powder as the key enters and crushes the granules.
