Is this good to combine with 15N20 for forging damascus billets?

Probably so. It will at least make Damascus to some degree. To make sure though find a table of each steals compsition and make sure the have significantly diff nickel amounts.

Would this be suitable for beginners using the stock removal method?

Yes I used it for that very thing. My issue came with heat treating . My knife warped. I found the 1095 to be a little easier to heat treat and both are about equal for stock removal.
