I have a bottle left from last winter. What is the shelf life?

Stored in a m.ed cab should be good at least two years.

What percent of propolis does this contain?

In addition to using this product which I buy, I also make my own propolis extract at home. I am unable to suspend more than 15% by weight propolis in ethanol. Based on that I would estimate based solely on taste that this is around 10% propolis. The label says 362mg "proprietary herb blend" per 30ml which is a little over 10% this allows for the other herbs in the blend. 10% may not be exact but it is pretty close.

Can children use this?

If the child is under 1 year old I would not use. Think it depends on the age of the child. If you are only using if the child has a sore throat and use it for a short time I would think it would be safe.
