Are the wheels suitable for outdoor use, such as a flat hard-packed gravel driveway?

We use ours on parking lots that are asphalt but do have gravel. They work fine so far.

Can this dolly go up and down basement stairs without a bunch of trouble ?

Can I order the wheels for this? I have the cart and the metal rails. But, I am missing the 5 wheels (2 non swivel & 3 360 swivel wheels).

If you type in “6 inch caster wheels” you can see a selection of wheels to choose from. The hardest part will be to match the mounting plates to your holes (assuming you have pre-drilled holes). If you don’t have to match up holes with mounting plates it should be pretty easy to find a good match for your cart. Good Luck!
