Are dimensions listed correct? They seem more suited for a child.

The Apron I received was for an adult not a child.

Is the neck adjustable or only the waist?

No. We knotted it to shorten it to the correct length.

Does this apron work for for XL size i.e 14-16? Also, does this work well wrt being waterproof when doing dishes?

It's quite small. It works but doesn't cover a lot. I use it for grooming dogs

Is this apron waterproof? does it have pvc? does it have a chemical smell?

This Apron has a coating on the front. Paint and glue wipe right off. It does NOT smell of chemicals.
