I have a suburban 2019 LT this thing fits my suburban?

Yes, it can. It can fit for 2015-2020 Chevrolet Suburban & Tahoe, GMC Yukon & Yukon XL, Cadillac Escalade & Escalade ESV (WITH SIDE ROOF RAILS).

How can I get a replacement mounting bracket? The bracket I have needs to be replaced.

From your order page "Order"-"Get help" or "Get product support". We will offer solutions in 24 hours.

Is 220lbs the dynamic weight limit or the static weight limit?

It's the static weight limit. When referring to load capacity on roof rack cross bars, the "max load" can be considered the "static load", because the dynamic load will always be less than the static load.
