What kind of steel is the blade made out of specifically?

For $14.99  "high carbon stainless steel" is about all you are going to get for an answer. Unfortunately Sabatier is the maker's mark used by several kitchen knife manufacturers—by itself it is not a registered brand name. This knife is NOT from France, trading on the highly regarded K Sabatier name. I have a 12" Professional K Sabatier from France and 10" Sabatier chief's knife I bought from Amazon similar to this one. There is a difference in the quality of the steel but the Sabatier will take an acceptable edge when sharpened. You just have to do it more often. Big difference is in the price, the "K Sabatier" would run around $100 while Amazon's Sabatier knife was only around $20.

I have a What's the tiny plastic piece for? It fits the very tip of the blade but then not the sharpening sheath so is it trash? Packaging only?

The little plastic tip protector is packaging, and keeps the knife visible without it cutting through the plastic display card.  The larger blade sheath with built-in sharpener gives the cutting edge protection and assures a freshly-honed edge for each use. 
I discard the little tip protector.
To preserve the great cutting edge on these knives: hand wash, dry, and allow a half-hour in open air to fully dry before re-sheathing the blade. 
They will always be sharp, with never a speck of rust (Yes, all 'stainless' will eventually rust if left wet). Dishwashers will unsharpen any knife. Just don't. 
These are a great value and hold a very sharp edge, if cared for.
Respect a good knife, and it will serve you for life.
