If I wire this property, can I use this to boil water?

Boil water is ok, but the connection no submersible.

What kind of plug-in does it have? 3 prong AC? There are no picks on how it connects to a power source.

It just has wires that you have to connect to a power source. It is rated at 12 volts so your power source should be near 12V (AC or DC) to achieve the rated power output and since it is rated as 100 watts, your power source needs to be capable of supplying 8.3 amps. Incidentally, you can think of this as an 1.4 ohm resistor.

I am wanting to install this in an oil catch can in my truck? The oil/oil fumes froze and broke the oil can. Is this able to be submerged?

This particular heater cannot be submerged; however, they do make submersible ones.
