What is the stainless steel grade used for the layers that surround the aluminum center? 18/10, 18/8 or 18/0?

You’ll have to contact the manufacturer to find out, I don’t see that info on the box or Needless to say it’s the type of stainless that will work with induction type cooktops, which means it’s 18/0 or 18/10.    18/0 has low resistance to corrosion, so it’s most likely 18/8.
18/8 is non-magnetic and won’t work with induction.

does the handle stay cool during cooking?

This is a trick question. The answer depends on how long you're cooking with the pan.

Stainless steel is a poor conductor of heat, but does heat up quickly and retains heat well. This means that the areas that are directly exposed to heat will heat up quickly and stay hot, but it will not distribute the heat across the surface. Enter the aluminum core. Aluminum is a great conductor of heat, so it distributes the heat across the aluminum surface. This pan is fully bonded (or entirely clad) which means the aluminum core runs up the sides of the pan and not just on the bottom surface. This is important because it means you can cook with the sides as well!

Why am I telling you this, well, if the heat travels up the sides of the pan, and the handle is attached to the side of the pan, heat will transfer and the handle will eventually get hot. Now the handle itself is not aluminum bonded, it's just stainless steel, which is a poor conductor of heat, so it will not heat up quickly through heat conduction. The prongs that attach to the pan will eventually heat up if you cook over a long period of time, and the handle will take even longer before it heats up. The pan was well designed with two prongs between the handle and the pan to further protect you from a warming handle, but they attached the handle via welds. Not sure how long this will last vs rivets... I've used this pan a couple of times, once to sear steaks, and the other to sear scallops. Both times, the handle did not get hot on me.
