How do you make this taller? I watched the video, but it didn't actually show using the button on the back!

There's a lever that you lift up on and pull the top extension of the pole out from the bottom to the desired height.

Can I put this outside for a parking lot ?

Yes,you can put it outside and fill the base with sand.And you need take it inside when the wind is very strong.

Does this stand fit the A4 international paper size?

The poster placement area fits 8-1/2" x 11" rather tightly. A4 would probably fit outside the placement area and remain hidden underneath the clip; however, you couldn't really use the transparent plastic cover very well. The side clips would cover the obvious narrow width of the A4 paper. Clips closed, it's approximately 7-3/4" x 10-1/4" viewable.
