Why does this gel toner seem to dry out my skin?

I am so sorry to hear that Rovectin lotion seem to dry out your skin. I suggest that give it some time to restore the natural moisture barrier. If it doesn't work please reduce the frequency of use. Rovectin hydrating Barrier Repair Complex lifts dead skin cells away and helps repair and restore skin’s natural moisture barrier. Along with other natural moisturizers, fortifies the skin's protective layer and prevents moisture loss.

I have thin aged dry cystic acne. Will this cause me to break out?

If you have dry skin I would not use this product on it's own, but combine it with more hydrating products and a moisturizer. The hyaluronic acid could worsen the dryness if you live in a dry area and don't use other hydrating products. The other ingredients are very gentle and shouldn't cause a breakout as long as the rest of your skincare routine is non-stripping and skin barrier promoting.
