My new one leaks a little when you flush. Under the blue cap just a few drops than it stops leaking. Is this a normal release of water when flushed ?

I would have been thrilled if mine had only leaked a few drops. Mine sprayed water like a fire hose so I returned it.

Will this fit a Kohler 1.6 gallon toilet?

I see no reason why not, unless your tank is too low to put the tank lid or cover back on. check height of fill valve and tank depth

Does this work with the toilets that does not have handles.. we have the one where you have to push the button in the center top of the tank.. Thanks

The part you are buying is the tube that refills the tank after the flush has occurred. Whether the flush is because of a handle or a button on the top of the tank. this unit is is separate from that action. The flapper valve included may or may not work with your tank but the unit itself to fill the tank over and over will work just fine.
