Would this fit a big guy who is 4xl ?

It's not as big ad u guys are saying. I got it for my sister and she is a 3/4X and it fits like a 3/4X hoodie should fit. There is no oversize about it.

Size wise, what’s the largest size this could fit someone?

If it helps I am 5”3 size 16/XL & this is still huge on me.

Could a small pug fit in the pocket?

My cat is about 17 lb, and I pack him in it once in awhile. Depending on how calm your dog is, you might be able to fit a pug in it as well
