Yes, they sink in a glass of water.

Why does it say 12 and up? Sometimes "12 and up" means there is lead, cadmium, or other metals in the product. Is this safe for children?

My kid is 7. We used it for 100 day of school. The kids play with them.

Do they float in water?

Don’t know. I would imagine that they would, just plastic. However they look great.
