Will these work in mens for pf, 6'1 over 250#s

6'3" and over 250. Work wonderfully. Eliminated my plantar fasciitis. I work in an Amazon warehouse and work 10 hours each day.

I wear a us size 13 shoe, i'm about 125 lb, and am about 6 feet tall. my arch circumference is about 9.5 or 10 in. which size might be best for me?

Go up in your normal size since you can cut these down smaller if too big. That's what I do.

can I trim them to a size 7 for man ?

no if they are 8-13. I am 8.5 and it was the minimum. But they are great insert.

Will these be good for dropfoot

Not really sure what you mean by foot drop but they do have an arch support.
