Yes with 3 stages of power and different attachments that are made very well, u cat beat these clippers just used them today again on my own hair and I love them.

Do wahl combs/guards fit on this?

Yes they should. My favorite guards are the magnetic ones. I think they are made by either Wahl or Andis.
