Does it allow the hood to fold all the way back to the windshield for replacing my battery?

The hood will not fold all the way back to the windshield. I've replaces the battery in my 2012 Wrangler, but it was difficult, mainly because of the stiffness of the battery cables and the accessories attached to he cable terminals.

What makes this not compatible with 2007-2010 Jeep Jks?

The only difference i know is there is a slot about 1 1/2 to 2 in long on the edge of the hood about half way up. I think it would fit but knot positive.
