How is it advertised as 3000 mg per serving if two capsules (1 serving size) weight less than 1 gram total with the weight of the capsule as well?

I called Truebiotics' customer service and the worker on the other end confirmed that 1 capsule if 1500 mg so consuming 2 capsules daily is consuming 3000 mg daily. I'm not sure if that's the best thing to do because I believe about 300 mg daily is better for your body... I tried 2 of the capsules here (3000 mg total) and I feel very relaxed and light. Cannot discount a placebo effect. But I do think if you want externally tested ashwagandha, KSM66 is what most research papers study so I think I'm going to opt for a different brand.

Bottle says 3000 mg. each capsule weighs 750 mg which includes the weight of the capsule. is this false advertising? 750x2 = 1500

Correct. They do not explain but mention a 20:1 extract. It may be possible that this is not rood, but root extract? Not clear, but I will not buy again.
