Yes I am using this to carry a large bible and other study books. It measured 4.33 inches across the bottom.

How strong are the handles on the tote?

The handles are pretty strong. I've had the bag now for a bit now and have thrown in water bottle , wallet and a couple of things like Keys and cellphone, so I'd say it's pretty sturdy. I wouldn't risk putting heavier items in it.

Can this hold a 15" laptop?

My Macbook Air is 13, it fits well and there is still plenty of room. 15 might be pushing it a bit.
