Does this ruler have the inch or metric on the top edge scale (or flips to do either)? Does scale start at zero at the edge, or is it offset in?

The scale is in inches. Zero is offset slightly in from the ends

I'd really like to know if this can be used as a tearing bar such as used in printmaking. Anyone have experience using it as a tear bar?

Not sure what is tearing bar, use to work in printing field , but you can hold or tape ruler to surface, it has grove on it so you can put paper over that spot and cute with good sharp knive which you would get clean sharp edge, hope this helps

Is this a flexible ruler or rigid?

Very rigid metal with a foam backer and a great finger grip edge.

What are the smallest dimension markings, 1/16 inch or 1/32 inch? Can't tell from photo.

The first inch at each end is marked with1/32” markings but the rest with 1/16”
