Can it power a microwave?

No. Maximum power output is 150W. Microwaves need 800-1000W or more.

Will it charge an electric scooter battery

Not powerful enough. There good for phones, camera, laptop drones but scooters I think would need higher output. You could though if possible fit a solar battery charger to give you a little battery boost. But I'm guessing think you'll need a inverter and battery charger to run of your vehicles 12v system, to charge your battery.

I am getting the equipment failure light flash on when I try to use the ac output - is this indication a problem with the unit or the item I am trying

Possibly trying to draw to much current, the thing you are trying to use is to big for the max output of the internal batteries

How do i charge via solar? My panel has a usb output, what cable will connect my pannel to this powerbank?

I use mine with a 60w portable solar panel that connects via a wire with a dc power jack 5.5/x2 1mm at both ends. Very simple.
