Is this meant to be used as a stand alone moisturizer, or is it more like an occlusive?

I found it to be very lightweight. As a Korean product, it's generally made to be used in a layering process, but using it by itself shouldn't be a problem.

is the only difference between the old and new version the packaging? Is the product itself the same?

The product is slightly different. From what I can tell the biggest changes are that there is less by volume of both madecassoside and camellia sinensis leaf extract in the 2021 version than there was in the previous formula. Hope this helps!
