Can it survive snow ?

No this house is not for the outdoors a simple rain fall will damage it

How does the bottom open of the cat condo with large balcony? Like if I wanted to use the bottom for a litter pan how would I access it?

It doesn't. It's a solid enclosed "room" with just the door-hole. If you have carpentry skills, you might manage to cut a side panel and add hinges (like a gate) and a latch to keep it closed. I plan on converting the roof section over the upstairs room to have hinges so I can open it like a toy box. But as there is a solid floor, there will be no access to the lower "room".

How many "apartments" does this house have?

It has 2....a half size up top and full size on the bottom.
