This one is not flushable they do make ones that are. The product will say that.

Why they don't come in a container or an initial, 'beginner's',refillable tub ? Dealbreaker

Perhaps, you are concerned about waste. I find the container to be sturdy enough to keep the wipes moist and be easy to handle. I have used this product many times. I like the container and its ease of use. I really don't want the hassle of refilling the containers. I also think it's better hygiene to change the container after multiple uses.
