The Boomerang Tool Company is located in California. My pair does not say where they are made. That's all I know.

Are the blades replaceable?

Great question. Replacement blades are not currently available for the Snips series.

Just purchased. Can't get the tether to retract. Do I return it?

I would return it. Mine has operated flawlessly. This will last a lifetime so don’t chance problems.

can you recommend a blade that will cut tool steel?

Your question is not in the context of this tool which only cleanly cuts braided fishing line. Braided fishing line is NOT made of metal. I don not know of any 'blade that will cut tool steel.' It has to be some kind of cutting wheel that is made of carbide or imbedded with industrial diamond dust. Therefore I cannot answer your question directly
