Will this kill little black flies that are flying around my houseplants. There are loads of them. They fly out when I move the pots to water them

Had some success. You need to add a tiny bot of washing up liquid to the added water to help it dissolve so that you can spray it.

Can I mix the neem oil with water and pour it over the soil? I’ve got lots of little white/silver bugs living in the soil

Try 3 drops of neem oil, 2 drops of fairy liquid in at least half litre of water, and spray lower half incl around pots. Check neem oil instructions for higher levels. Oil don't mix well with water, hence bit of soapyness to integrate.

How often should you spray your plants with this

Once in a week , preferred time morning or evening , specially down side of plant leaves to destroy insect colony
