No instructions for how to install the wheel well liners. What is the silver metal oblong piece (with hole on one end) for ?

It’s serves at a nut/washer so you screw the bolt on that metal piece and insert it through the hole on the wheel liner and the metal on the wheel fender and tighten it it’s shaped oval to catch the oversized hole. Hope this helps.
