can the rings hold the flights on without a punch?

The rings go over a male threaded end (shaft, perhaps) so that when you connect to a female thread (barrel) it doesn't unscrew. I don't how you're thinking about the flights, but I don't think these do what you hope they do.

Can these fit 23gram one80 darts?

All steal tip dart have the same shaft diameter, so no matter the ounce size it will fit.
