Does this pull the  water out of the fuel so it sit at bottom of the tank or mixes with it to be burned

1. Dispersing water's any normal accumulation of water in a tank, turning it into a combustible solution.

Does this work for Double Wall tanks ? Just had a new tank installed outside.

Not sure on the double wall information. but my tank is also outside. This works great for me it keeps the oil from gelling up and clogging the line in the winter also turns any condensation that might occur  the tank into burnable fuel

can i use this in kerosene?

Kerosene is slightly more refined than diesel fuel (#2 heating oil is dyed diesel) the difference is #2oil has more paraffin wax than kerosene making kerosene less likely to gel. So yes.

As a purchaser of this item, I was asked to answer your question.  I have no idea why it was categorized as a treatment for hair.  However, rest assured I put the chemical in my heating oil tank and did not use it for hair care.  Maybe someone else used it as a hot oil treatment.I 🤔
