no yo do not have to turn the vehicle on. this has adapter for cigarette lighter.

I'm looking at the manual. The specs only indicate 90W motor. But no other suction rating. You can try calling their toll free number 1-866-SNOWJOE for more details. But this is the same level of suction power as my 18v Ryobi battery powered portable vac.
