How does this compare to poo-popurri? I don't want chemical smells...

1000 times better. An underlying scent that lingers in poo-pourri makes me want to vomit. I gave my Costco purchase of poo-popurri away. There are less offensive scents than the poo-popourri lavender and citrus fragrances. Everyone in my house prefers VI Poo...it is a winner for my home and travel.

Is this safe to use in a RV because of holding tank?

I am not sure. I have never owned an RV. But the VIP spray is an aerosol so I guess it would be safe. I would contact the mfg first.

Is the label removable? I don't want a spray with a picture of a toilet on it.

It's a spray bottle and the top screws on and off, so I don't know why you couldn't refill it. I honestly never thought off refilling them til I saw your question. I'll most likely refill mine now once they're empty.
