Hi. They do state they are cruelty-free, even though made in China. I personally have this kit and the colors are all very pretty. Many neutrals, along with some very nice "subtle" shimmery shades. Wearing a bit of primer on the lids will definitely accent ALL these shades, along with longer lasting time. Mine have stayed put and looked great well over ten hours with the primer and these shades. They are even prettier in person too. Hope this assists you :)

Do I have to use the higher pigment shades over shadow primer to get intense color? I gave up on finding a primer that works for me.

No, I never use primer and all the colors (light and dark) have tons of pigment, apply flawlessly and hold all day. This is truly a versatile kit.
