Is this for toddlers?

The top two pieces could be because they are extremely small but the pants fit my nine year old grandson just fine. It’s almost like they didn’t belong together. I hope this helps.

What size should I get for a 9 year old?

I would probably go with a large for a 9 year old. I got a medium(7-8) for my 8 year old grandson. He is not a big kid & is on the thin side. I don't remember if there is specific size info online. There is on the package but just for the size in the package.

I order this for Halloween this year for my 5 year old and the top fits snug and the pants fall to the ground. I will need to have them sewn
