Can i plug an rca device and an xlr device in the input at the same time? can the xlr be a mic, or do i need a preamp?

technically yes, but i wouldnt recommend it. part of the signal will go through, but it will be massively distorted and far quieter than it should be. it might also damage the amp and/or your devices plugged into it. as far as using it for a mic, you will almost certainly require a pre-amp unless youre going through an EQ or effects chain before the amp, in which case youll probably be fine.

Is the amp reliable and loud ?

Can this be used as bass amplifier with a head as preamp?

I'm guessing you are asking about a bass guitar? & yes it should be fine if the speaker "cab" is not going to ask for more than 3-400 watts? You are in the pro category & can find help from the pro's @ Sweetwater which is where I bought mine from.
