How is this eco friendly if polyester? And how does polyester dissolve in water?

Use very warm water and it dissolves. The more you wet it the softer it gets. If you want a more firm product soak less time.

is this a woven type or film type?

Woven and very sturdy. I use it for almost everything but clothing when cutaway is required. I've used it for over 20 years. I love it for towels cause I use the same color thread top and bottom so both sides are pretty. It's never fail me yet. I've tried other brands and none compare.

I used this stabilizer on a tee shirt and I cant seem to get it off. supposed to be water soluble but I have soaked it, and even washed it. I cannot g

I only use this for free standing lace. I am curious as to why you used it for stabilizer for a t-shirt. You are supposed to use a cut away stabilizer for stretchy fabrics and you don’t need a WSS as a topper unless the fabric has a nap, such as bath or kitchen towels.
