will it work for an indoor tabletop manager?

I used it to nest Easter eggs. Manger scene would work just fine.

It's a tangle of wood fibers. It's not "straw" like you'd get from a feed store for animal bedding. That's baled up stalks from wheat or some other grass-like crop. Excelsior is made from long fibers pulled from chunks of wood. Long ago it was used as a packing material to protect fragile things during shipping. It looks kind of like straw but it is superior in terms of durability.
