Can this be used on a leather purse? (Like a western style purse with cowhide)

As long as it's all leather, it should be fine. Use it no more than once a week and let it dry for about 3 hours.

Is this pure mink oil, or are there additives? Does it contain silicone?

Ariat uses a blend of mink oil, and silicone. Had to look it up myself.

Looking for oil based product for oiled leather without waxes or shine ingredients can this help?

I have used this product on numerous occasions on work boots and regular leather shoes .I use saddle soap first to clean the shoes . Allow them to dry . Then I work in the mink oil to water proof boots and shoes . If you want then you can add a good shoe wax after for additional protection and shine. On my work boots I do not add the polish. The mink oil product works well. I recommend
