does this need a setting anchor tool?

No it needs a #10 socket Lube the shield anchor before inserting it in your hole - it helps binding.

What size drill is needed?

You'll need an 8mm drill. M4 is the size of the screw thread.

I’d be grateful if you could advise what size drill bit is required.

8mm general purpose steel drill bit is best for plasterboard. A masonary bit is not required.

Can I use them on 18mm thick plasterboard?
