If I'm size 13 should I get a 14 or a 13 for my shoe?

Typically for steel/alloy footwear, you go a margin bigger because that protection eats up some room. As others said though, these shoes are fairly on the mark in size. I got a half size bigger but I'm sure the actual size would've fit just fine too. So I'd suggest a half size bigger and look for some inserts since these have literally nothing for comfort.

These shoes are trash. Dont buy them. They will make you fall five times a day. Not nonslip at all

D is medium E is wide EE should mean extra wide.
