How long are the screws that go into the picture frame?

My god it all depends on the thickness of the wood and the type, hard woods can use short thick screws, softwood long thinner screws also depends on what the screw is made of. Steel is hard and strong, but will rust and rot. Brass and copper is soft but will not rot but needs a thicker screw and bigger drilled hole to get it in. A picture frame, how big is it, what is it made of and where will it be hung. Damp conditions rot steel screws and soft woods, also a heavy frame in a damp environment will rot steel, you pays your money and get what you purchase.

What is the green thing in the image?

Those are rubber stoppers and are used to fix brackets on the wall. When you need to fix the bracket to the wall, you first drill holes in the wall and then insert the rubber stoppers so that the screws can be embedded in the wall.
