How Do you adjust the hoop size?

If you look closely at each hoop you will notice that there is a soft bit of plastic encircling the ends keeping it together; with a firm grip gently push the ends closer through the plastic to make smaller, then pull further away to make the hoop bigger. You also want the make sure that the ends do not come out of the plastic bit, for it may be difficult to put back together.

Is this see through? I need a long skirt to put over a skimpy dress but need it to be thick and covered up
