Would this work to keep taco meat warm if I cooked it on the stove and transferred it over?

Yes, it can. I often going to potluck parties and keep my food cold or warm in there for a few hours.

Can this be used to keep hot dogs warm for a crowd?

Thermal cookers are designed for liquid types of food like soups, stews and chilis. It would keep hot dogs warm for a small period of time, but not all that well and certainly not that well if you have to take the lid off once for every hot dog. It would work better if the hot dogs were in hot water. If this is for commercial food where it needs to stay above a certain temperature, then I would definitely not recommend this for hot dogs.
