Is this vinyl waterproof?

It is water resistant. If you are going to use it on outdoor items, or on cups where you would need to wash them, you might consider putting a spray clear waterproofing, but very light coat. We have used this on some outdoor lettering and decorations, but they are under a covered porch. Two years now with no issues.

Will the color fade in constant sunlight?

I’ve had it in direct sunlight since May and no fading yet.
