Can this be used with out water?

I don't know as I only use it in the shower, without the lotion. I assume because there is a lotion cartridge, they can be used outside the bath or shower.

Are these refills interchangeable with other Venus handles?

No. Due to the way the lotion comes out of the cartridge, the razor handle and cartridge are completely unique for the Radiant Skin razor. - The Venus Team
