does this computer/gauge come with the high pressure hose?

Yes, this comes with the high pressure hose and thread connection to be attached directly to the first stage regulator, and is attached to the gauge/computer at the top with a swivel connection.

Is the only way to turn it on by going in water? Or can you turn it on outside of the water as well?

You can turn it on before the water by hitting a button, but you can’t make it start calculating a dive until you hit the water and start diving
