Does it stop mold from coming back

It has been 9 months and the mold has not returned.

Do you need to apply a coat of paint over this after?

Yes, you need to apply a coat of paint over the top of this primer.

I doubt if the paint could hod up to being soaked in water. The use porcelain paint for tubs.

If i put this on my wall can i then tile over it?

Sure. The manufacture states this product is great for under wallcovering.
